In order to prevent the recurrence of the black-out caused by errors of mobile operating system (OS) such as Google and Apple, Korean government plans to enforce OS operators to have an immediate notification system.
According to the National Assembly and the Ministry of Science and ICT on the 19th, the Assembly is preparing a bill to immediately notify Korean citizens caused by mobile operating system errors such as Google Android, Apple IOS, and Samsung Electronics Tizen.
The core of the bill is to minimize confusion among mobile users by informing the entire nation and manufacturers such as Samsung Electronics and LG Electronics as soon as possible in the event of a mobile operating system error.
Instead of sending out the notification through influential media such as the Korea Economic Daily and the Maeil Business Daily, mobile OS operators should send out them through popular portal services such as Naver and Daum.
If the operators do not comply with a bill and fail to implement the system, they will be subject to fines of up to 30 million won.
On the 23rd of last month, 'Web View', a system app running on Google's Android OS, caused a service outage by clashing with apps such as KakaoTalk and Naver.
Even though the outage started early in the morning and continued into the afternoon, Google posted a notice on its blog as many as seven hours later. Google's untimely responses drew complaints from users who failed to use their smartphones properly.
